Since this is proposed restructure I thought discussions would be better than just editing the text.

I believe file formats XHTML and XML should be added. The latter just as a reference to explain XML and its relationship to ongoing ebook formatting standards and its use by the Russian effort.
Platform OS should not be limited to just general OS but to specific implemenntations on hardware readers such as Linux as the base OS in current hardware. Smartphones should also be identified here as well as they can have multiple OS's on them.
