Restructure Stub

create the base of all known needed pages

During the "stub" phase of the RestructureWiki project, pages will need to be put in place. By convention that is done using the {{stub}} magicword at the top of the page. This will create a warning to readers that the page is not done, and it will add the page to a special category used to track stubbed paged.
