RTA is a format used on the iOS based "Documents 2" product by Savy Soda.com

This format is unique to the Documents 2 product so far as I can tell. It is a binary format and is not compatible with any other product. The text from the file is easily extracted. The Documents 2 word processor can also save it as text or RTF.
